成果应用是自然灾害综合风险普查的主要目标,是推进自然灾害防治体系和能力现代化的重要内容.依据上海市开展风险普查与成果应用的实践与经验,首先讨论了普查成果应用的理论基础,指出基于风险的决策有赖于有效的风险信息产生和应用.分析了风险管理国际标准(ISO31000)中风险信息的产生与应用,风险信息的生命周期,以及本次自然灾害综合风险普查调查-评估-应用全链条之间的逻辑关系.其次,构建了调查(数据)-评估-应用的框架体系.本次普查产生的大量数据可基本满足国务院普查办规定的自然灾害风险评估、风险区划和防治区划任务,以及本地化的风险基线分析与风险热点识别,但要进一步开展本地区的专项风险评估与应用,仍需要补充更新相关数据.最后,提出了本地化风险评估和普查成果应用的初步设想和建议.

The applications of data and results are a primary goal in the National Comprehensive Census on Natural Disaster Risks,which is a crucial way of advancing the modernization of the natural disaster prevention and governance system and capabilities.Based on the practices and experiences of risk census and applications in Shanghai,the theoretical foundations of the census data and results applications is discussed,noting that risk-based decision-making relies on the generation and application of actionable risk information.The generation and application of risk information within the international risk management standard(ISO 31000),the life cycle of risk information,and the logical relationship between the whole chain of investigation-assessment-application in the National Comprehensive Census on Natural Disaster Risks are analyzed.Secondly,a framework of investigation(data)-assessment-application is developed.The massive data generated by this census can essentially meet the tasks of disaster risk assessment,risk zoning,and prevention zoning as stipulated by the State Councils census of-fice,as well as the baseline risk analysis and risk hotspot identification in Shanghai.Nonetheless,to enhance spe-cialized risk assessment and its application in the region,are need to be supplemented and updated pertinent data.Finally,preliminary ideas and suggestions for localized risk assessment and applications of census data are presented.
