Abstract

Under the dual background of"Internet plus"and"strengthening and improving the propa-ganda and ideological work in colleges and universities",many universities in China have formulated the policy of evaluating the network culture,which is intended to encourage faculty to create excellent network cultural works and a good network cultural environment.Based on the Smith Policy Implementation Process Model,the dilemma in the implementation process of the network culture policy in Case Z University was analyzed from four dimensions:policy ontology,target group,implementation subject,and policy environ-ment.As far as the policy itself is concerned,the network culture policy has problems of insufficiency in the legitimacy,scientificity and operability,which affect the implementation of"online culture"policies;as far as the target group is concerned,the perceived limited actual benefits,distrust,lack of time and energy,and lack of ability to create network culture have affected the implementation effect of network culture policies;in terms of the implementation body,the lack of motivation and poor coordination mechanisms in the rele-vant administrative departments have affected the efficiency of the implementation;in terms of the policy en-vironment,the unfriendly external public opinion environment and the potential social risks that may arise from the creation of network culture have had a hindering effect on the implementation.The dilemma in the implementation of the network culture policy lies in the lack of clarity in the identification and recogni-tion of network culture.The problem of identity stems from the fact that the ideological concepts in the aca-demic community have not yet been transformed in a timely manner,and they still hold a traditional aca-demic viewpoint;it is believed that the problem stems from the difficulty in evaluating the equivalence be-tween academic influence(traditional scientific research publications)and social influence(achievement of network culture).To resolve the dilemma of implementing the network culture policy,it is not enough to focus only on the policy itself,target groups,implementation subjects and policy environment.It is also necessary to address the issues of recognition and identification of network culture at a deeper level.As a re-sult,the academic culture should be changed,and the academic community's understanding of"online cul-ture"should be reshaped;the classification evaluation and a public communication faculty positions should be established(for university teachers who have long been committed to creating"online culture");the in-centive mechanisms should be improved and the material and spiritual rewards should be increased for"on-line culture"creation(for university teachers who occasionally create"online culture").
