Summary,analysis and evaluation of the preliminary argumentation of the general planning of the South-to-North Water Diversion Project

Abstract
Supporting and leading the phased system construction of the trunk and main branches of the national water network,the General Planning of the South-to-North Water Diversion Project has underwent 50 years of preliminary argumentation.During this process the wisdom and gist of contemporary water diversion in China has been solidified.Considering its huge tasks and complicated systems,the revision of the General Planning of the South-to-North Water Diversion Project needs to go abreast with the calls of the time,which is not only path-dependent,but also requires dynamic adjustment and continuous improvement.Based on the complexity and multi-objective characteristics of the the South-to-North Water Diversion Project,this article carries out a systematic analysis,summary,and evaluation of the preliminary argumentation of the general planning of the project by analyzing the conflicts,games and trade-offs among various authorities and stakeholders.It is expected that by summarizing the law and using history to empower,it can provide basic support and decision-making reference for the revision of the overall plan of the South-to-North Water Diversion Project,the demonstration of subsequent project planning and the construction of the national water network system.关键词
