China's"Carbon Power"and its safeguarding in the context of China-US climate co-competition
摘要
Abstract
Healthy cooperation and competition between China and the United States in the field of global climate governance have a strong bearing on the future of all mankind and China needs to protect its national interests and safeguard its national security through"Carbon Power"."Carbon Power"is a kind of indirect,legal,and progressive institutional power held by the state,based on the existing climate governance and carbon emission system with a specific category,mechanism,connotation,and characteristics.China's path to assert its"Carbon Power"is divided into such four levels as safeguarding its"Carbon Power"by engaging in healthy competition with the United States over new energy technologies,building a"Carbon Alliance"with more efforts and actively expanding the scale of overseas investment in key sectors,taking precautions to defuse the political propaganda nature of"Carbon Justice",implementing stable environmental and energy policies,and safeguarding"Carbon Power"in response to the"Carbon Justice"pressure from the United States and developed countries in the West,and taking the initiative to promote cooperation on climate governance between China and the United States to build the image of a responsible major power.关键词
