构建中国-东盟能源安全共同体的挑战和维度选择
Challenges and dimensions selecting in building a Sino-ASEAN energy security community
摘要
Abstract
In recent years,building an energy security community has become a broad consensus and a common pursuit of the international community in the face of much more uncertainties.After years of efforts,China and ASEAN countries have made some important progress in energy cooperation,but still has such problems as lack of policy coordination,inadequate laws and regulations,imperfect institutional mechanisms,and incomplete cultural exchanges.China and ASEAN energy security community should be built in such four dimensions as policies,laws,institution,and cultural construction.Under the background of carbon neutrality development strategy,the paper proposes that China and ASEAN countries should seize the favorable opportunities of the Belt and Road Initiative construction and the green recovery of the economy and build the safe&efficient,equal&inclusive,and clean&low carbon Sino-ASEAN energy security community by taking the policy of the energy security community as the guide of action,the law of the energy security community as the norm of action,the institutional system of the energy security community as the guarantee of action,and culture of the energy security community as the connection of action in the face of the uncertainties brought about by the century-long change,the Ukraine issue,and the energy change.关键词
