"以水定绿"的内涵、实践探索和实施路径OA
Connotation,practical exploration,and implementation pathways of"water determines green"
以水资源刚性约束要求为前提,从理念、治理、技术三个维度阐释了"以水定绿"的内涵,并结合我国国情水情,分析了"以水定绿"的空间属性.在梳理近年来我国"以水定绿"初步实践的基础上,从国土空间生态保护修复未细化水资源承载能力约束、水资源用途管制制度需进一步优化、绿化规划水资源论证缺乏必要实施细则、对项目层面生态修复用水监管制度不健全四个方面,分析了有效开展"以水定绿"面临的挑战,提出理清水资源刚性约束下生态用水控制指标体系、构建绿化规划和项目水资源论证体系、政府和市场机制协同推进非常规水源生态绿化应用、以科技为支撑不断推动"以水定绿"的实施路径.
Based on the water resources rigid constraints,this study elucidates the essence of"water determines green"across three dimensions of concept,governance,and technology.It also analyzes the spatial attributes of"water determines green"in the context of China's national and water situations.Building upon the recent preliminary practices of"water determines green"in China,it identifies four challenges:the lack of detailed water resource carrying capacity constraints in national land space ecological protection and restoration,the need for further optimization of water resource use control systems,the absence of necessary implementation details in the water resource argumentation for greening plans,and the inadequacy of ecological restoration water supervision systems at the project level.The paper proposes clarifying the ecological water control indicator system under stringent water resource constraints,establishing a water resource argumentation system for greening plans and projects,promoting the application of unconventional water sources for ecological greening through government and market mechanisms,and continually advancing the implementation of"water determines green"with technological support.
