The Paths to Promote the Construction of Forest"Four Repositories"from the Perspective of Green Common Prosperity

Abstract
⑴Background——General Secretary Xi Jinping put forward the important conclusion that"forests are res-ervoirs,money banks,grain depots and carbon pools",thus forming the theory of"four repositories"of forests,which fully embodies the important strategic position of"four repositories"of forests in economic and social de-velopment and the construction of national ecological security.Based on the perspective of green common prosper-ity,it is of great theoretical significance and practical value to discuss the characteristics of the times and the paths of promoting the construction of"four repositories"of forests. ⑵ Methods——From the perspective of green common prosperity and taking forest"four repositories"as the research object,this paper uses literature research method and case analysis method to sort out the existing literature and the documents on the official websites of the governments,deeply analyzes the demands of the times and practical difficulties in the construction of forest"four repositories",and puts forward the paths to pro-mote the construction of forest"four repositories". ⑶ Results——The demands of the times to promote the construction of forest"four reservoirs"from the per-spective of green common prosperity are mainly reflected in:First,green co-existence promotes the basic needs for the circulation of ecological system of the"reservoirs".Second,green co-prosperity meets the development needs for the accumulation of ecological wealth of the"money banks".Third,green co-construction promotes the fundamental needs for the transformation of ecological value of the"grain depots".Fourth,green co-sharing reflects the urgent needs for the enhancement of carbon sinks capacity of the"carbon pools".At present,China has made obvious progress in pro-moting the construction of forest"four repositories".However,promoting the construction of forest"four repositories"in China still faces many difficulties:First,the overall planning capacity of"water resources,water environments and water ecological governance"is insufficient,which does not meet the requirements of green common prosperity.Sec-ond,the economic benefits of forestry are not high,and the ability to realize the value of forest ecological products is insufficient,which does not match the essence of green common prosperity.Third,the food supply system is unitary,the supply chain of forest food industry is not perfect,and the market operation level is not high,which is inconsistent with the livelihood guarantee of green common prosperity.Fourth,the"dual carbon"consciousness of the government and the public is not firm enough,which is inconsistent with the subject behaviors of green common prosperity. ⑷Conclusions and Discussions——Based on the practical need to achieve green common prosperity and the diversity,stability and sustainability of forest"four repositories"construction,we should promote the con-struction of forest"four reservoirs"through the linkage and joint management of the subjects related to agricul-ture,forestry,water and ecological environment,which is dominated by the government and assisted by social participation.Based on this,the paths to promote the construction of forest"four repositories"from the perspec-tive of green common prosperity are proposed:First,improve the coordination mechanism of green common pros-perity and enhance the water storage function of forests.Second,focus on the industrial economy of green com-mon prosperity and give play to the wealth gathering function of forests.Third,construct the big food concept of green common prosperity and improve the grain accumulation function of forests.Fourth,strengthen the ecologi-cal consciousness of green common prosperity and enhance the carbon sinks function of forests.关键词
