我国节水型社会建设的水资源正义影响评价OA

Evaluation of impacts of water resources justice on water saving society initiative in China

综合平衡安全、公平、效率三维目标来推动水资源公正转型,是全球不同层面应对当前日益严峻的水风险与水危机面临的共性挑战.引入改进的三元相图建模方法,统筹考虑节水型社会建设、收入分配公平、涉水公共产品供给,构建水资源正义分析评价模型,分析2006-2020年间我国31个省级单元节水型社会建设对区域水资源正义的影响,结果表明:节水型社会建设对改善区域水资源正义具有促进作用,东部地区二者协同发展相对领先,中、西部地区跟跑,东北地区则较为不稳定;我国节水型社会建设与水资源正义的耦合协调发展呈不断改善趋势.从二者耦合协调发展水平的结构上看,从"十一五"时期的"金字塔"结构过渡到"十三五"时期的"梭形"结构,低水平耦合、拮抗和协调发展三个阶段省份数之比为9∶14∶8;布局上,胡焕庸线东西两侧发展不均衡,西侧地区除青海省以外,其余省份长期处于低水平耦合阶段,发展明显滞后.各地区节水型社会建设均显著促进了水生态环境改善,水资源利用效率与水资源安全是最为突出的两大共性短板因素.研究建议,未来应持续建立健全以地方补偿为主、中央财政给予支持的水资源调配横向生态保护补偿机制,强化对区域粮食安全、能源安全、生态安全的刚性用水需求保障,依托城市更新、海绵城市建设、构建多元化的水利设施建设投入保障机制等,促进我国经济社会高质量发展背景下的节水型社会建设朝更加公平、高效、可持续的人水和谐方向发展.

Balancing the three-dimensional goals of safety,fairness,and efficiency in a comprehensive way and promoting transformation to a water resources justice shall be the common challenge faced by the whole world at different scales in dealing with increasingly risks and crises related to water.By introducing the method of improved ternary phase diagram modeling and considering the integration of water-saving society initiative with fair income distribution and delivery of water-related public goods,a model for analysis and evaluation of water resource justice has developed to evaluate the impacts of water-saving society initiative in 31 provincial-level units in China on regional water resource justice from 2006 to 2020.The results show that water-saving society exerts a positive impact on regional water resource justice,with the eastern region taking the lead in coordinated development,followed by the central and western regions,but the development in the northeast region is relatively unstable.In general,a constant improvement has been seen in the coupling and coordinated development of water-saving society and water resource justice.From the perspective of coupling and coordinated development levels between the two,the provincial ratio in the three stages of low-level coupling,antagonism,and coordinated development is 9:14:8,transitioning from"pyramid"structure during the 11th Five Year Plan period to"shuttle"structure during the 13th Five Year Plan period.In terms of layout,the development between eastern and western regions of the Hu Huanyong Line is uneven.Except for Qinghai Province,other provinces in the western region have been in a low-level coupling stage for a long period of time,and their developments have significantly lagging behind.Water-saving society projects in various regions have significantly improved water ecological environment,however water use efficiency and water security tend to be the two most prominent short boards.The study suggests that in the future,a horizontal ecological protection compensation mechanism for water allocation should be created and improved in a constant manner.Compensation should be allocated by local governments and supported by the central government.In order to satisfy water demand and safeguard regional food security,energy security,and ecological security,we shall re-modernize cities,boost sponge city construction,attract investments from various channels for water infrastructure construction,promote water-saving society initiative towards fairness,efficiency,and sustainable development and harmony between man and water in the context of high-quality economic and social development in China.
