省域高职院校分类发展,不仅是推进高职教育高质量发展、构建省域现代职教体系的重要举措,更是政府优化管理,引导高职院校多样化、特色化发展的有效路径.本科院校分类评价已进入全面普及阶段,但高职院校内部分类及分类评价尚未真正实现.对分类必要性、现状及问题进行梳理,明确分类的原则和标准,搭建起"3×3+1"的"十宫格"省域高职院校三维分类框架,并以浙江为例,进行了分类运用.提出要转变管理理念,加强政府宏观引导,分层分类推进高水平高职院校建设进程;探索多维评价,构建分类评价指标体系,做到现实与未来联动、共性与个性兼顾;合理运用结果,完善分类评价资源配置,激励高职院校开展良性竞争;坚持特色办学,在类型宫格与省域需求中追求高水平,为高质量分类发展提供内生动力.

The classified development of provincial higher vocational colleges is not only an important measure to promote the high-quality development of higher vocational education and build a modern vocational education system,but also an effective way for the government to optimize management and guide the diversified and characteristic development of higher vocational colleges.The classification evaluation of undergraduate universities has entered the stage of comprehensive popularization,but the internal classification and classification evaluation of higher vocational colleges have not been really realized.This paper sorts out the necessity,current situation and problems of classification,clarifies the principles and standards of classification,sets up the 3-dimensional classification framework of"ten grids"provincial higher vocational colleges with"3×3+1",and takes Zhejiang province as an example for classification and application.It is proposed to change the management concept,strengthen the government's macro-guidance,and promote the construction of high-level higher vocational colleges in a layered and classified manner;explore multi-dimensional evaluation,build a classified evaluation indicator system,and achieve the linkage between the present and the future,and take into account both commonalities and individuality;reasonably use the results,improve the allocation of classified evaluation resources,and encourage higher vocational colleges to engage in healthy competition;adhere to distinctive school-running,pursue high levels in the type grid and provincial needs,and provide endogenous impetus for high-quality classified development.
