Theoretical Basis and Scheme Design of Comprehensive Land Consolidation of County Unit
摘要
Abstract
Under the background of the reform of territorial space governance system,the comprehensive land consolidation in the whole region plays a key role in implementing the blueprint of territorial space development,releasing the dividend of factor market reform,and coordinating the reform of governance system and governance capacity.On the basis of clarifying the connotation and extension of comprehensive land consolidation in the whole region,this paper points out the main problems existing in the past work of comprehensive land consolidation in single township,single factor and single target,and explains the necessity of carrying out comprehensive land consolidation in the whole region with county as the unit.This paper constructs a"four-in-one"practice path(specifically as follows:"planning guidance-index interconnection-classification guidance-factors integration")of comprehensive land consolidation of county unit with the core concept of"three integration"(including urban-rural integration,three"Sheng"integration and three industry integration),and the comprehensive land consolidation task system which take"three consolidation and one restoration"(including agricultural land consolidation,urban construction land consolidation,village consolidation and ecological protection and restoration)as important carrier.And then,the paper analyses the possible risks in the process of comprehensive land consolidation in the whole region of county unit.关键词
