A Study on Income Management and Distribution of Sea Area Resource Assets
摘要
Abstract
Improving the income management and distribution system of sea area resource assets is the key link of the reform of the natural resource property rights system,and also the key content of the pilot work of the principle-agent mechanism of natural resource asset ownership by the whole people.This paper systematically combs the income sources,income forms,income collection management and distribution status of sea area resource assets.It takes Hebei province as an example to discuss the problems existing in the current income management and distribution of sea area resource assets:①Asset allocation mainly relies on administrative means,and the marketization level is low.②The collection standard of sea area use fee is low,and the realization form of asset income is single.③The distribution of asset income is unreasonable,and the division of financial authority between central and local governments is not matched.Based on these,the paper puts forward some countermeasures and suggestions to improve the income management and distribution system under the mode of hierarchical exercise of sea area resource assets ownership:①Deepen the reform of the paid use system of sea area.②Improve the income management path of sea area resources and assets,and reasonably divide financial rights and powers.③Strengthen budget management.④Establish revenue management effectiveness evaluation mechanism.关键词
