当前以大电网为主、单向计划调度的调控运行模式已难以适应新型电力系统的发展形势.为促进分布式电源消纳,解决已经出现的大电网平衡问题,亟需重新梳理和系统规划配网二次系统协同调控功能.通过对大电网平衡区、德国平衡单元机制的分析,提出了配网分布式资源自治和聚合形态及典型模式.综合考虑我国垂直调控体系的现状以及配网多元主体参与的新业态,提出主配微多级协同兼区域自治的控制框架和有功分层调度多级协同控制的技术架构.重点针对配网侧分布式资源协同控制功能,围绕主配协同、配微协同、区域自治,探讨了资源聚合、采集与控制、有功控制等核心技术.最后,提出分布式资源协同调控配网二次系统功能规划方案,并在工程示范中得到了初步验证.

At present,the regulation and operation mode of power system dominated by large power grid and one-way planned dispatching has been difficult to adapt to the development of new power systems. To promote the accommodation of distributed generation (DG) and solve the balance problem of large power grid,it is necessary to systematically sort out and plan the cooperative control functions of the distribution secondary system. Based on the analysis of large power grid balance area and German balance unit mechanism,autonomy and aggregation forms and typical modes of distribution network are analyzed;Considering the china vertical regulation hierarchy and new business forms of multiple subjects in the distribution network,propose a multi-level collaborative and regional autonomous control framework for the large power grid,distribution network,and microgrid,as well as a technical architecture for active power hierarchical scheduling and multi-level collaborative control. Focusing on the distribution collaborative control function of distributed resources,the core technologies such as resource aggregation,collection and control,and active power control are discussed around multi-level collaborative and regional autonomy. Finally,the distribution secondary functional planning scheme of distributed resource cooperative regulation is proposed,and the feasibility is preliminarily verified in the engineering project.
