针对各应急救援场景中通信网络复杂多样,普通调度台的指挥通信系统相互独立等问题,提出一款基于SIP的应急通信调度台的构建方案;详细介绍了调度台的各硬件模块构成,阐述了SIP软交换技术在方案中的应用.调度台支持接入数字和模拟通信网络以实现语音通信并通过有线和无线的多种宽带通信方式实现多媒体视频通信;基于SIP软交换技术,针对不同应急救援场景下的应急通信需求,提出了全融合通信概念,完成统一指挥调度.

Aiming at the problems of complex and diversified communication networks in various emergency rescue scenarios and the independence of the command and communication systems of ordinary dispatch consoles,a SIP-based emergency communica-tion console is proposed,which not only describes in detail the composition of the hardware modules of the console,but also elabor-ates on the application of SIP soft switching technology in the program.The console supports access to digital and analog communic-ation networks to realize voice communication and multimedia video communication through wired and wireless broad band com-munication.Based on SIP soft switch technology,the concept of fully converged communication is proposed for the emergency com-munication needs under different emergency rescue scenarios to complete the unified command and dispatching,which provides a reference for the development direction of the emergency communication console.
