The comprehensive integration of digital technology into national governance is driving the transformation of national governance models towards digital governance.Digital governance has become an important component of modernization of national governance.Unlike the modernization of national governance in the industrial era,digital governance carries the genes and endowments of information technology.In the process of promoting modernization of national governance,the country needs to continuously adjust and reflect on the value orientation of digital governance.Due to the uncertainty of digital technology development and the limited rationality of human application of technology,if the application of digital technology goes against the original intention and value pursuit of governance,it may trigger new governance crises.Clarifying the value orientation of digital governance is a prerequisite for achieving good digital governance in promoting the modernization of national governance.Digital governance should adhere to a people-centered view of digital power,advocate for an equal and fair view of digital rights,create a digital order of co-construction,co-governance,and sharing,establish a digital security concept that emphasizes both security and development,and better respond to the governance needs of the digital age.
