Abstract
Since the Huaihe River Basin Flood Control Plan was approved by the State Council in 2009,by speeding up the implementation of 19 key projects to manage the Huaihe River and fully promoting the construction of 38 projects to further manage the Huaihe River,a system for flood control and disaster reduction adapted to the building of a moderately prosperous society in all respects has been basically established.It provides a powerful flood control security guarantee for the economic and social development of the basin and the happiness and well-being of the people.At present,there are still some prominent problems and weak links in the river basin flood control and disaster reduction system in accordance with the requirements of comprehensively building a socialist modern country and the high-quality development of water conservancy in the new stage.Focus on the difficulties and hot issues such as middle reaches of the Huaihe river level fortification and river regulation,the middle and lower sections of the Huaihe River waterway expanding,adjustment of flood detention zones around the Hongze Lake,Yishuxi River flood water transfer from east to south to raise the standard.Studies the solution and control plan,in order to provide useful reference for the flood control of Huaihe River in the new stage.关键词
