The Evolutionary Process,Value Adherence and Practical Path of the Compulsory Education"Double Reduction"Policy Since the 18th National Congress of the Communist Party of China

Abstract
The"double reduction"policy of compulsory education is an ecological guarantee to promote the healthy development of basic education,and promoting the implementation of the"double reduction"policy is an important part to build the high-quality education system.Since the 18th National Congress of the Communist Party of China,the Party and the government have continuously deepened the comprehensive management of the excessive homework burden of students in the compulsory education stage and the excessive burden of extracurricular training on the basis of learning from the ex-perience of the implementation of the burden reduction policy before the 18th National Congress of the Communist Party of China,and finally formed the"double reduction"policy of compulsory education.Since the 18th National Congress of the Communist Party of China,the evolution of the compulsory education burden reduction policy has roughly gone through three stages:the burden reduction policy implementation period focusing on promoting on-campus burden reduction(2013-2017),the burden reduction policy implementation period focusing on standardizing off-campus training(2018-2020),and the"double reduction"policy implementation period combining on-campus and off-campus burdens(2021-present).The release and implementation of the"double reduction"policy for compulsory education has opened a new journey of burden reduction policy,which aim to realize the educational equity,promote all-round human development and people-centered value orientation as the fundamental follow.In order to better implement the"double reduction"policy,it is necessary to rely on family,schools,the governments and society to cooperate with all directions by changing the con-cept of family education,improving school teaching systems,standardizing off-school training institutions,building a good environment for education,effectively reducing student's burden on schools and outside school,and promoting the fair and high-quality development of compulsory education.关键词
