国家"双减"政策的地方反应及再制定研究
Local Reactions and Reformulation of the National"Double Reduction"Policy

Abstract
The provincial-level"double reduction"policy is a significant measure in establishing a favorable ecologi-cal environment for education,effectively alleviating parents'anxiety,and promoting students'comprehensive development and healthy growth.Using the literature method and content analysis method,and with the help of QSR NVivo 12 qualita-tive analysis software,we analyze the texts of the"Double Reduction"policies of 28 provinces(autonomous regions and municipalities)from the dimensions of policy tools,policy subjects,and the areas of students'burden reduction.The study found that:from the dimension of policy tools,a variety of policy tools are used in parallel,but the internal structure is un-balanced,with the environment-based policy tools dominating,the supply-based policy tools coming second,and the de-mand-based policy tools less frequently used;from the dimension of policy subjects,the implementation of the provincial-level"Double Reduction"policy involves the concerted participation of a variety of subjects,but needs to be optimized;from the dimension of the areas of students'burden reduction,measures both within and outside of schools are implement-ed simultaneously,but needs to enhance.Recommendations for the formulation of complementary policies for the provin-cial-level"double reduction"in the new era and on a new journey are:to take the"1+N"policy system as an initiative to promote the optimization of the structure of the provincial-level"double reduction"policy tools;to take network governance as a way of thinking and to speed up the construction of a community of governance for education;and to take deeper de-velopment as a direction,and to promote the burdens reduction both in and out of school in a coordinated manner.关键词
