奖惩视域下区块链政务数据共享演化博弈研究
Research on evolutionary game of blockchain-based government data sharing under reward and punishment

Abstract
Blockchain-based government data sharing may break through data barriers between various departments on the premise of ensuring data security,providing an important guarantee for the interconnection and interoperability of government affairs information among various departments and further improving government governance capabilities and public service levels.However,since blockchain technology is highly professional,it is challenging for the government departments to accurately monitor the security of government data on the chain.As a result,the blockchain regulatory sandbox has emerged and has piloted applications worldwide.Unlike the previous situation where the supervision function is directly assigned to the government department,the blockchain supervision sandbox features a further subdivided supervision function.That is,the government department is responsible for policy formulation and report release,and the blockchain technology supervision is carried out by a third party.This design fully considers the professionalism of blockchain technology and is more in line with the actual need and reality.Therefore,on the basis of evolutionary game theory,we analyse the tripartite game between government departments,blockchain service providers and third-party regulators from the perspective of a reward and punishment mechanism,and put forward suggestions for the further promotion of blockchain-based government data sharing. Regarding the irreplaceable role of third-party regulators in the professional supervision of blockchain-based government data sharing,we firstly introduce the subject of third-party regulators on the basis of government departments and blockchain service providers,and construct an evolutionary game model between government departments,blockchain service providers and third-party regulators.We then set"positive promotion"and"negative promotion"as optional strategies of government departments;"positive upgrade of security services"and"negative upgrade of security services"as optional strategies of blockchain service providers;and"strict regulation"and"loose regulation"as optional strategies of third-party regulatory agencies.Secondly,the return matrix is constructed based on the return of the three participants in their respective strategies,after which the expected return,average expected return and replication dynamic equation are calculated.The game stability analysis is thus carried out through the Jacobian matrix and the eigenvalue solution method.Thirdly,when the stable situation is determined,the simulation prediction and result analysis of the evolutionary game results are carried out via MATLAB.The reward and punishment related parameters are set to simulate the impact of the reward and punishment mechanism on the promotion of blockchain-based government data sharing. The research results show that government departments and blockchain service providers,as users and providers of blockchain technology,are important participants in the sharing of blockchain-based government data.Third-party regulators play a vital role in the supervision and management of blockchain service providers,which may provide an improved regulatory and growth environment for government data sharing.Reasonable reward and punishment measures may effectively mobilize the enthusiasm of blockchain service providers and regulators,and further promote the stable,healthy and orderly development of blockchain-based government data sharing.Based on the research conclusions,this paper puts forward the following feasible suggestions.Firstly,government departments should develop flexible reward and punishment measures at different development stages,fully mobilize the enthusiasm of regulatory agencies,and urge regulatory agencies to assist government departments in promoting blockchain-based government data sharing.Secondly,blockchain service providers should increase investment in government data security to avoid serious government data security problems.Finally,regulators should strengthen the supervision of blockchain-based government data security sharing,assist blockchain service providers to jointly overcome security risks,and continue to further promote the integration,aggregation,development and application of government data.关键词
