新安全格局下登山运动安全事故协同治理研究
A Study of Collaborative Governance of Mountaineering Safety Incidents in the New Se-curity Landscape
摘要
Abstract
The collaborative governance of mountaineering safety accidents is an important element in promoting the modernization of the mountaineering safety system and emergency management.Using literature,field research and other research methods,the collabo-rative governance of mountaineering safety accidents in China is studied,and it is found that there exists a lagging system of moun-taineering system,and the upper and lower levels of the plan are not strong.Social organizations are not enough to participate in the governance,and the level of public participation is not high.The vitality of the market main body needs to be enhanced,and the market order needs to be regulated.There are differences in the objectives of the governing body,and the distribution of responsibilities and rights is not perfect and other problems.The construction of the mountaineering should be strengthened to improve the synergy of the le-gal system of governance,encourage the active and orderly participation of society and the public in governance to improve the social nature of governance,activate market vitality and maintain market order to improve the flexibility of governance,and optimize the orga-nizational system of governance and the setting of powers and responsibilities to improve the integrity of the governance mechanism.关键词
