随着公安部于2019年设立了情报指挥中心,情报指挥部门成为公安机关警务实战的指挥中枢.学界应该要加强对行动指挥力量的研究,以"合成作战"为契机,落实警务实战的职能.行动指挥员个性化学习对于成功处置现场并完成上级指令起到重要作用.基于Neo4j软件,采用文献研究、专家访谈并利用德尔菲方法,构建了能够满足公安行动指挥员个性化学习需求的知识图谱,同时利用"行业知识图谱"这一显性化工具,为公安行动指挥员个性化学习设计了知识补足、机器语言认知和知识推理,并进行实践教学.研究把公安行动指挥员借助图谱,自主完善知识结构的部分功能让渡给人工智能,而不仅仅单靠教师、教官或师傅的口耳相传模式.借助AI加持,基于知识图谱的个性化学习,可以不断提高公安行动指挥员的知识素养、实战水平.

With the establishment of an intelligence command center by the Ministry of Public Security in 2019,the intelligence command department becomes the command hub of police practices of the public security organization.The academia should strengthen the research on the command forces of operations,taking"the synthetic operations as an opportunity,the functions of the actual combat in police should be carried out.The personalized learning of the"operational commander"plays an important role in successfully disposing of the scene and completing the superior instructions.This research is based on Neo4j software,literature research,expert interviews,and Delphi methods are utilized to construct a knowledge graph that can meet with the personalized learning needs of public security operational commanders.At the same time,the"industry knowledge graph"is used as an explicit tool for the commanders of the public security operations to design the knowledge supplement,machine language cognition and knowledge reasoning,the practice teaching is also carried out.The study transfers part of the functions of public security operational commanders to self-improvement of the knowledge structure with the help of graph to artificial intelligence,rather than relying solely on the word-of-mouth mode of teachers,instructors,or master workers.With the help of Al,the personalized learning based on knowledge graph can continuously improve the knowledge accomplishment and actual combat level of public security operational commanders.
