Perspective of High-quality Population Development:Target Orientation,Realization Path and Theoretical Innovation

Abstract
In order to promote high-quality population development in the new era,we must accurately grasp its target orientation and realization path,deeply understand its theoretical innovation value,and comprehensively enhance the enthusiasm,initiative,and creativity of population work.High-quality population development is a newly proposed concept and strategy based on an in-depth research and judgment of the trend characteristics of low birthrate,aging,regional population growth and decline,and summarizing the historical experience of population work of the Communist Party of China.It aims to cultivate modern human resources with good quality,abundant total,optimized structure and reasonable distribution,and strives to achieve the ideal development mode of double improvement of quantity and quality of population change,coordination of dynamic adjustment and static structure,deep integration of long-term planning and short-term effect,and high unity of overall layout and local optimization.To promote long-term and balanced population development in the new era,we must focus on the problems of population development such as fewer children,aging,and differentiation of regional population growth and decline,and accelerate the formation of theoretical plans and action programs for high-quality population development.We must adhere to the overall situation and systematically plan high-quality population development strategies.We must adhere to a problem-oriented approach and scientifically formulate high-quality population development policies.We must adhere to the principle of seeking progress while maintaining stability,continuously optimize the concept of high-quality population development.We will continue to strengthen our responsibilities and effectively pool joint efforts of all subjects involved in high-quality population development.The concept of high-quality population development and its scientific theoretical system have great theoretical innovation value.It enriches and develops Marx and Engels's"two productions"theory,relative surplus population theory,man and natural relationship theory and free and comprehensive development of man theory with a series of original and innovative discussions.They have opened up a new realm of adapting Marxist population theory to China and provided theoretical guidance,action guide and value guidance for the construction of a strong country and national rejuvenation.关键词
