面向机器可读标准的标准流程特征与应用场景研究OACHSSCD
Research on Characteristics of Standardization Process and Application Scenarios of Machine-readable Standards
随着数字经济的飞速发展,数字化转型概念被引入标准行业,评判标准数字化程度采用国际公认的机器可读能力分级模型.由于传统标准形态根深蒂固,标准化增值活动难以革新,应用场景经验缺乏,标准使用效率局限.本文基于对标准数字化的基本定义与机器可读能力等级划分,梳理归纳传统标准研制贯彻的痛点堵点,总结各层级标准内容创建、管理、传递、使用的标准化流程特征,并结合标准形态和现有技术条件提出标准数字化的应用场景,最后为标准数字化的发展提出应用建议.
With the rapid development of digital economy,the concept of digital transformation has been introduced into the standards sector.The digitalization degree of standards is evaluated using the internationally recognized machine-readable capability grading model.Due to the deep-rooted traditional form of standards,it is difficult to innovate the value-added standardization activities,with lack of experience in application scenarios and limitation of standards application efficiency.Based on the basic definition of standards digitalization and the classification of machine readability,this paper sorts out the pain points and choke points in the development and implementation of standards.It summarizes the characteristics of standardization process of developing,managing,transmitting,and applying standards at all levels.Combined with the form of standards and the existing technical conditions,it proposes the application scenarios of standards digitalization.Finally,it puts forward application suggestions for the development of standards digitalization.
