Abstract
[Purpose/Significance]Environmental public conflicts occur from time to time,and whether the government's attention can be accurately triggered is one of the important factors to alleviate public interest con-flicts.What are the priorities of the government?Which environmental issues attract the government's attention has also become the result of competing interests.[Method/Process]Based on this,with the help of the pre-root-ed theory coding,the key categories are selected,and the analytical framework is constructed for environmental issues to trigger the government's attention.At the same time,36 environment-related public problems from 2005 to 2022 are selected,and the fuzzy set qualitative comparative analysis method is used to verify the theoretical framework and the influence of variables that trigger the government's attention.[Result/Conclusion]The re-search found that:Among the 7 main categories that trigger the government's attention,the three main categories,namely,executive will,grass-roots strategy and multiple discourse,are the necessary conditions for environmental issues to trigger the government's attention.Among the 7 effective paths to trigger the government's attention,the three models are further summarized as government guidance,conflict response and public pressure.关键词
