新时代终身教育保障体系构建的困境、逻辑理路及实践路径OACHSSCD
The Dilemma,Logical Path,and Practical Path of Building a Lifelong Education Guarantee System in the New Era
在我国加速推进教育现代化的进程中,终身学习已从教育理念上升为国家战略.对于教育工作者来说,满足人民群众精神文化层面新需求,推进重塑新时代终身教育体系是当仁不让的责任,但当前终身教育体系建设过程中存在相关制度和法律不健全、学习资源供给不均衡不充分以及教育载体少、形式单一等三个方面问题.为确保构建服务新时代全民终身学习的教育保障体系得以实现,基于分析"法律制度、学习资源、教育载体"三要素融合发展的思路,探索完善终身教育体系保障机制,搭建全民终身学习立交桥,提供优质多样的全民终身学习服务.
In the process of accelerating the modernization of education in China,lifelong learning has risen from an educational concept to a national strategy.It is an inevitable responsibility for educators to meet the new needs of the people in the spiritual and cultural level and promote the reconstruction of the lifelong education system in the new era.However,there are some problems in the current construction of the lifelong education system,such as im-perfect relevant systems and laws,unbalanced and inadequate supply of learning resources,and limited educational carriers and the single form.To ensure the construction of an educational security system that serves lifelong learning for all in the new era,it is suggested to explore and improve the safeguard mechanism of the lifelong education system,based on the integrated development of the three elements of"legal system,learning resources,and educa-tional carriers",to build a bridge for lifelong learning for all,and provide high-quality and diverse lifelong learning services.
