数字技术如何驱动农村人居环境敏捷治理?
How does Digital Technology Drive Agile Governance of Rural Human Settlements:A Double Case Study

Abstract
How to sensitively perceive and efficiently respond to environmental problems is the key to improving the governance level of rural human settlements.Unlike in cities,rural pollution sources are diverse,pollution control facilities are scattered and treatment processes are diverse,easy to get trapped into practical dilemmas such as low governance efficiency,difficult supervision,weak continuity of operation and maintenance.Therefore,it is urgent to explore new governance paths and adopt more flexible organizational methods,so as to promote the transformation of rural human settlement environment governance to a low-cost and efficient dimension.By constructing an analytical framework for agile governance of rural human settlements,and combining with typical cases in Zhejiang Province and Guangdong Province,this study deeply analyzes how digital technology drives agile governance of rural human settlements.The research findings are as follows:Firstly,the technology supply of sensitive perception,rapid response and continuous disposal is the necessary prerequisite and process logic of digital technology-driven rural human settlement environment governance.Secondly,digital technology embedded in the agile governance system of rural habitat environment is mainly from the value,structure,system and other dimensions of effective empowerment,and gives full play to the spillover effect of intelligent technology while constructing a more agile governance system.Thirdly,compared with the supply of other public affairs,the unique essence of agile governance of rural human settlements lies in reducing costs and improving governance efficiency through all-round supervision and real-time dynamic debugging.These findings enrich the theoretical interpretation of rural areas in agile governance and deepen the practical innovation of rural human settlement environment governance in China′s governance scenario.关键词
