Multiplying"Data Elements"to Refine Environmental Governance:Internal Logic,Practical Dilemmas and Optimization Paths
在党中央与国家全面推进美丽中国建设的背景下,如何依托数据技术赋能优势,发挥数据要素在环境治理领域的乘数效应不仅是学界关注的重点,也是实践界研究的热点.虽然数据要素能够为环境治理提供决策依据、助力精细化过程实施与推动治理工具创新,但由于环境治理体系中的"条块"职能分割加剧了数据孤岛效应、信息断裂与权益不均,使得数据要素多场景运用不足、多主体复用失衡与多数据融合欠缺.因此,需要提升跨领域数据要素衔接力度、增强多层级数据要素联动效能,促进大容量数据要素深度融合,以提升环境治理精细化水平.
In the context of comprehensively promoting the construction of a beautiful China by the Party Central Committee and the state,how to give a full play to the advantages of data technology empowerment,and play the multiplier effect of data elements in the field of environmental governance is not only a research focus of academic circles,but also a hotspot in practice.Although data elements can provide a decision-making basis for environmental governance,help refine the process of implementation and promote the innovation of governance tools,the"block"functional division in the environmental governance system has exacerbated the data silo effect,information disconnection and unequal rights and benefits,which leads to the insufficient multi-scenario utilization of data elements,imbalance in multi-subject reuse and lack of multi-data integration.Therefore,it is necessary to improve the connection of cross-domain data elements,enhance the effectiveness of multi-level data element linkage,and promote the in-depth integration of large-capacity data elements in order to improve the level of environmental governance refinement.
