The Modernization of Rural Governance:Reality Basis and Differentiated Resources

Abstract
Rural governance is an important part of rural revitalization and the construction of a modern national governance system.Effective rural governance is based on existing rural governance resources,and existing governance resources determine governance capacity.The tradition of rural autonomy,the Communist Party of China′s experience of mobilizing farmers,and the construction of state′s authority with the bureaucratic system constitute the three resources of rural governance.The same governance mechanism has different effects in different villages because their different governance resources.The governance goal determines the governance mechanism,and the governance ability determines the governance effect.Facing the differences in governance resources,in order to achieve the goal of the governance modernization,it is necessary to strengthen the rural governance foundation and improve the rural governance capacity,so as to balance the tension between the governance goal and the diversity governance foundation.关键词
