文章基于国产自主知识产权的三维地理信息平台EV-Globe,应用气象"天擎"数据平台,结合数字高程模型、地理国情等地理信息数据,旨在设计开发一个基于三维GIS的省域气象防灾减灾系统.实现了气象实况数据监测分析、智能网格数据预报、极端天气自动化预警、地质灾害风险预警及洪涝灾害风险模拟功能.该系统为气象专业预报人员提供了更加直观准确的空间信息参考,为气象防灾减灾提供更加科学、精确、合理的依据,提高了政府决策的科学性,同时为领导宏观决策提供更加有力的信息支持.

Based on the domestic indigenous intellectual property right of three dimension geographic information platform EV-Globe,this paper applies meteorology"Tianqing"data platform and combines Digital Elevation Model,geographical national conditions and other geographic information data to design and develop a provincial meteorological disaster prevention and mitigation system based on 3D GIS.It realizes real-time meteorological data monitoring and analysis,intelligent grid data forecasting,extreme weather automatic early warning,geological hazard risk warning,and flood disaster risk simulation functions.The system provides meteorological professionals with more intuitive and accurate spatial information reference,offering more scientific,precise,and reasonable bases for meteorological disaster prevention and mitigation.It enhances the scientific nature of government decision-making and provides stronger information support for leaders'macroeconomic decisions.
