应急指挥车是应急指挥体系中重要的通信保障设施.文章基于突发灾害事故应急通信工作开展的现实问题和发展现状,明确指挥车在应急通信网络体系中的定位,构建应急指挥车的网络拓扑结构.根据指挥车实际通信需求,分析通信系统不同功能模块的设计要点,并进一步剖析不同通信方式的适用条件及其优劣势.通过在指挥车上的部署应用,建立了通信与信息系统有机集成的平台,综合各种应急服务资源,实现了统一指挥和联合行动.同时,针对不同突发事故场景的典型特征,对比分析应急指挥车通信应用特点,以期增强应急作战指挥的通信效能.

The emergency command vehicle is an important communication guarantee equipment in the emergency command system.This paper clarifies the positioning of command vehicles in the emergency communication network system,and constructs the network topology structure of emergency command vehicles based on the practical problems and current development status of emergency communication work in emergency accidents.Based on the actual communication requirements of the command vehicle,the design key points for different functional modules of the communication system are analyzed,and the applicable conditions,advantages and disadvantages of different communication methods are further analyzed.By deploying and applying it on the command vehicle,a platform that organically integrates communication and information systems has been established,which integrates various emergency service resources and enables unified command and joint action.At the same time,in views of the typical characteristics of different emergency accident scenarios,a comparative analysis of the communication application characteristics of command vehicles is conducted to enhance the communication efficiency of emergency combat command.
