Eight Actions for High-quality Joint Construction of"the Belt and Road":Theoretical Logic,Practical Progress and Implementation

Abstract
In October 2023,General Secretary Xi Jinping introduced eight initiatives to usher in a new chapter of high-quality joint construction of the Belt and Road Initiative(BRI).These initiatives aim to consolidate and extend the achievements of the past decade while providing direction and guidance for future high-quality development.The BRI has made significant progress in connectivity networks,external opening up systems,project co-operation models,and international cooperation mechanisms.However,it also faces multifaceted challenges,including global economic and financial risks,geopolitical and environmental risks,and social and policy risks.This paper utilizes national,industrial,and corporate advantages to address these challenges and offers specific policy recommendations in four key areas:balancing high-quality development with high-level security,adopting market-oriented and commercialized operational models,coordinating the promotion of flagship projects with"small but beautiful"livelihood projects,and deepening cultural dialogue and improving international cooperation mechanisms.These recommendations aim to enhance the depth and effective-ness of high-quality BRI development,thereby supporting global common development and prosperity.关键词
