The Practice,Internal Logic and Effectiveness Evaluation of the Reform of the Russian Federal Security Bureau

Abstract
[Research purpose]As the core intelligence agency responsible for Russia's domestic security,clarifying the practice,logic and effectiveness of its reform will help to understand the core characteristics and latest changes of the Russian intelligence system.[Re-search method]Combining relevant historical data,official documents and regulatory documents,the reform of the Russian Federal Secu-rity Bureau is divided into the first round of reform related to the Chechnya issue,and the second round of reform after the 2014 Ukraine crisis.By sorting out the two rounds of reform practices of the Federal Security Bureau,the internal logic of the Federal Security Bureau's reform is summarized from three aspects:the basis of reform,the motivations for reform and the reform methods.[Research conclusion]Generally speaking,the driving force for the two rounds of reform of the Federal Security Bureau came from President Putin;the direct motivation was the security threat faced by the country;the specific method was mainly reflected in the expansion of functions,including organizational integration,expansion of authority and technology upgrades.Although the reform of the Federal Security Bureau has a-chieved certain results,its intelligence politicization,lack of systematic planning,and insufficient digital intelligence will limit the rapid development of the Russian intelligence system.关键词
