许多国家大力推动能源转型,新能源快速发展,终端用能电气化水平不断提升,促进配电网形态逐渐演进.我国碳达峰到碳中和时间跨度仅为发达国家的1/2,配电网面临补短板、保增长、促转型的多重使命,形态演进的程度更加剧烈.该文提出按照城市、园区、农村3类场景和网络架构、技术管控、商业运营3种形态分析配电网变革演进的分类方法,研判配电网形态演进的驱动力、关键环节和宏观目标,认为:城市配电网将向着"大电网主导、负荷柔性化调控、新型储能灵活配置的配用电系统"演进,园区配电网将向着"大电网支撑、多能互补型的综合能源系统"演进,农村配电网将向着"分布式新能源和储能主导,与大电网互联的新型局域电力系统"演进.政产研用各相关利益主体宜建立系统思维,运用系统方法,协同源网荷储各要素有序友好地推进配电网规划、建设和运营.

Many countries are promoting energy transformation.Due to the rapid development of new energy and the improvement of electrification of terminal energy consumption,the form of distribution network is gradually evolving.The distribution network in China faces multiple missions of making up for shortcomings,supporting demand growth and promoting energy transformation,and the time span from carbon peaking to carbon neutrality is only 1/2 of that of developed countries,so the evolution of the distribution network form is more drastic.This paper proposes an analysis method based on three scenarios of city,park and rural areas,and three forms including network architecture,technical control and commercial operation.It considers the driving force,path and goal of the form evolution of distribution network under three scenarios separately.The urban distribution network will evolve towards"distribution power system dominated by the large power grid with flexibly regulated load,and flexibly configured new energy storage".The park distribution network will evolve towards"comprehensive energy system supported by large power grid and multi-energy complementary".The rural distribution network will evolve towards"a new type of local power system led by distributed new energy and energy storage and inter-connected with large grid".The relevant stakeholders including government,industry,research and users should establish systematic thinking and apply systematic methods to coordinate source,network,load and storage to promote the planning,construction and operation of the distribution network in an orderly and friendly manner.
