Towards a Society Constructed by Skills
从建设"有利于技能形成的社会",到形成"人人拥有技能的社会",再到以技能为"中轴"迈向"由技能建构的社会",应成为我国建设技能型社会的三大阶段性目标."由技能建构的社会"作为技能型社会的未来图景,强调以技能作为建构社会的"中轴",突出技能之于社会的形塑力量.与以文凭作为"中轴"的社会相比,"由技能建构的社会"具有以下特征:技能的个体性与多维性,指引着社会关注人人出彩;技能在社会融入与流动、社会交往与团结、劳动权益与保障方面的公共品色彩,增强了社会的公平包容性;技能蕴含的创新潜能,拓展了创新群体、打通了创新链条,更大程度上激发了社会的创新活力.以技能为"中轴"勾画技能型社会的未来图景,有助于提振建设技能型社会的信心,锚定技能型社会的建设方向.
From the construction of a"society conducive to the formation of skills",to the formation of a"soci-ety where everyone has the skills",and then to a"society constructed by skills"which takes skills as the"central axis",it should be the three phased goals of building a skilled society in China.The"society constructed by skills",as the future prospect of a skilled society,emphasizes taking skills as the"central axis"of constructing the society and highlights the shaping power of skills in the society.In contrast to a society with a diploma as the"central axis",the"society constructed by skills"has the following characteristics:the individual and multidimensional nature of skills guide the society to pay attention to everyone to shine;skills in the social integration and mobility,social communication and unity,labor rights and interests protection and other aspects of the public goods color,enhance the social fairness and inclusiveness;the innovation potential contained in skills has expanded the in-novation group,unblocked the innovation chain,and stimulated the innovation vitality of the society to a greater extent.Sketching the future picture of a skilled society with skills as the"central axis"will help to boost the confi-dence of building a skilled society and anchor the direction of building a skilled society.
