摘要

Abstract

Under the background of global digital economy,the digital transformation of higher education has become an important component of the development of the digital economy in various countries,and is facing systematic changes such as strategic planning and governance system transformation in higher education.Based on domestic and foreign litera-ture research and analysis,this article provides a comprehensive review of the digital transformation of higher education in China,the United States,and Germany,as the three major digital economy powers,from two dimensions:macro national strategy and micro governance practice.It also compares and analyzes the formulation and characteristics of digital trans-formation policies,key elements and measures of digital transformation in the three countries,and proposes four useful in-spirations for the implementation of digital transformation in Chinese higher education:strengthening top-level design with national strategic height,implementing special fund projects in key areas of digital education,cooperatively and jointly building digital governance models for higher education,promoting international exchanges in digital transformation of higher education,so as to provide ideas and references for exploring the digital development path of higher education with Chinese characteristics.
