评估数学课程实施的有效路径:国际教育测评中对学习机会的测评与启示
Effective Pathway for Evaluating Mathematics Curriculum Implementation:Measurement and Enlightenment of Opportunity to Learn in International Education Assessment

Abstract
The opportunity to learn(OTL)was a theoretical framework that was easy to operate and convenient for quantitatively evaluating and comparing curriculum implementation process.It had been extensively utilized in international educational assessment projects.The mathematics curriculum standards for compulsory education(2022 edition)put forward the requirement of strengthening management and guidance of curriculum implementation.In this context,it was urgent to strengthen the curriculum monitoring and assessment mechanism at this stage.This study analyzed the assessment contents and result applications of OTL in TIMSS and PISA,and found that TIMSS focuses on measuring various macro-,meso-,and micro-level factors centered on curriculum content that affect students'academic performance.In contrast,PISA focused on the subtle differences of classroom teaching perceived by students at the meso-and micro-levels.Moreover,the assessment results of OTL played an important role in diagnosing students'common characteristics and learning experiences,improving classroom teaching,and promoting equality and reform in curriculum implementation.Under the concept of drawing on international experience and conforming to the requirements of the new curriculum standards,it is recommended that education departments should use OTL as a policy tool to evaluate the quality of curriculum implementation.Meanwhile,it could also be used as a bottom-line requirement to achieve curriculum equality to judge the quality of curriculum teaching provided by schools and teachers for their students.Primary and secondary schools could use OTL as an assessment tool for examining the curriculum implementation situation of mathematics teachers,recording the differences in students'mathematics academic performance,and continuously providing empirical data to evaluate curriculum implementation.关键词
