政策工具视角下我国小学科学教育政策发展与审思
The Development and Reflection on Primary Science Education Policies in China from the Perspective of Policy Tools

Abstract
This study constructs a three-dimensional analytical framework of"policy tools-policy content-policy time-line"from the perspective of policy tools.Using NVivo14 software,it quantitatively analyzes 32 primary science education policy texts issued since China's reform and opening-up.The analysis reveals that while the policies have become more di-versified and higher in quality,there is an imbalance in the distribution of policy tools and content,with poor alignment between them.Based on these findings,the study proposes recommendations to optimize primary science education poli-cies,including enhancing the integrated use of policy tools in policy documents,achieving holistic coverage of primary sci-ence education policy content,and reasonably matching policy tools with policy content during the policy-making process.关键词
