The Demand Orientation,Logic and Optimization Strategies of Educational Resource Allocation under the Changing Pattern of School-Age Population

Abstract
The school-age population,as a fundamental variable influencing educational development,can contribute to systemic changes in the allocation of educational resources.In the face of the continuing impact of changes in the school-age population,the allocation of educational resources should be guided by the needs of equity,efficiency and stability,matching the actual conditions of the recipients of education and pursuing the best possible expected returns,taking into account compensation for regional differences.It follows the developmental logic of starting from the structural situation of the school-age population,taking the trend of school-age population mobility as the process,and promoting the high-quality development of the population as the ultimate goal.With reference to the strategic needs of the Party and the State and the changing trends of the school-age population structure,we flexibly control the direction of school-age population mobility and the actual problems,and,in response to the different educational needs of schools at all levels and the main body of the free development of different types of schools,we give full play to the function and positioning of the county coordinating and realizing the advance layout,dynamic optimization,precise allocation and guaranteed management of the allocation of educational resources.关键词
