从科层管理到数字治理:数字化转型背景下职业教育专业认证的范式重构
From Hierarchical Management to Digital Governance:Paradigm Reconstruction of Vocational Education Professional Certification in the Context of Digital Transformation

Abstract
After rapid development,China's vocational education faces a crisis of trust due to lagging quality assur-ance mechanisms.Professional certification,as a critical quality assurance tool,urgently requires digital transformation.The traditional hierarchical management paradigm relies on hierarchical control and static indicators,leading to structural contradictions such as excessive instrumental rationality,lack of technological ethics,and insufficient multi-stakeholder co-ordination.These limitations make it difficult to adapt to evolving industrial structures and individualized educational de-mands.The new digital governance paradigm reconstructs the certification system through technologies like big data and artificial intelligence,establishing dynamic standards and intelligent evaluation systems.This shift transforms professional certification from"post-event correction"to"predictive intervention".The significance of this paradigm reconstruction lies in enhancing talent training quality,promoting connotative development of specialties,meeting industrial upgrading needs,empowering the modernization of vocational education governance,and facilitating international exchange of talents.How-ever,digital governance practices still face challenges such as value orientation conflicts,lagging stakeholder capabilities,disordered power hierarchies,data ethical risks,and heavy governance burdens.To address these issues,it is necessary to adopt pathways including value calibration,capacity building,collaborative governance,institutional standardization,and technological innovation to build a new ecosystem for vocational education professional certification that is"human-cen-tered,data-driven,and collaboratively governed".关键词
