Abstract

Equalization of basic public education services is a fundamental requirement for high-quality education de-velopment.Quantitative analysis of policy texts reveals that the number of policies fluctuates with five-year plans;the core publishers are education,finance,and development reform departments;the content mainly focuses on equalization in the educational process,especially improving teaching and boarding conditions,teacher team building,and student assistance and support for special groups;command-type policy tools dominate,while the frequency of using authority reorganization and capacity building tools has increased.Currently,the concept of"basic public education services"remains undefined,and the hierarchical nature of policy subjects indicates weak connections between basic public education services and so-cioeconomic development.Additionally,there is insufficient emphasis on promoting equal quality and social participation,as well as structural imbalances in policy tools.To address these issues,it is necessary to clarify the policy connotation of"basic public education services"and adjust the scope of service coverage in a timely manner;elevate the hierarchical lev-el of policy publishers to strengthen connections between basic public education services and national regional strategies;prioritize equal quality and guide social participation in service provision;and balance the use of various policy tools to address short-term implementation and long-term effectiveness.
