Abstract

With the accelerating global digital transformation in education,blended online-offline instruction has emerged as a new form of classroom teaching,placing higher demands on the teaching competency of modern elementary school teachers.Based on a review of literature related to blended online-offline instruction competency among elementary school teachers,this study explores its connotation and evaluation indicators.It posits that such competency encompasses both observable teaching behaviors and implicit personal traits that are measurable,predictable,and describable,enabling teachers to achieve effective blended instruction and efficiently realize teaching objectives.This competency primarily in-cludes teaching knowledge,teaching skills,self-concept,teaching motivation,and personality traits.Using the Delphi method and statistical analysis,the study constructs an evaluation index system for measuring elementary school teachers'blended online-offline instruction competency.The proposed system comprises five first-level indicators-motivational orien-tation for blended instruction,personality traits related to blended instruction,self-concept regarding blended instruction,knowledge of blended instruction,and skills in blended instruction-along with 22 second-level indicators,including profes-sional values and basic technical knowledge of teaching.Through surveys of experts and front-line teachers,the weights of the evaluation indicators were determined,and the scientific validity of the index system was verified.
