学前融合教育政策的区域异质性及其制度成因
Regional Heterogeneity in Preschool Inclusive Education Policies and Its Institutional Causes:A Quantitative Evaluation and Implications Based on the PMC Index Model

Abstract
The construction and improvement of policies and systems for preschool inclusive education are crucial for China to promote innovation in the cause of preschool inclusive education and achieve alignment with international stan-dards.Employing a quantitative analysis of policy texts,this study systematically evaluates 135 preschool inclusive educa-tion policies issued by central and local governments by constructing the PMC index model,supplemented by a compara-tive analysis of typical policies.The findings indicate that institutional isomorphism drives the coordination of policy ele-ments in preschool inclusive education,resulting in a top-down design paradigm that weakens local distinctiveness.Policy quality exhibits a central-local gradient disparity,while innovation pilot projects and policy diffusion effects coexist.Multi-dimensional institutional bottlenecks constrain the policy effectiveness of preschool inclusive education,rooted in the lack of systematic institutional design.Specific issues include:an ambiguous policy value orientation;imbalanced functional structure and a fragmented policy target system;temporal discontinuity and insufficient policy responsiveness;an absent demand-response mechanism and an imbalanced policy instrument structure;limited implementation efficacy,weak policy drive and an incomplete incentive mechanism.Consequently,this study proposes systematic recommendations focusing on strengthening the policy value orientation,scientifically constructing the target system,improving the demand-response mechanism,dynamically combining policy instruments,enriching implementation details,and optimizing supporting mea-sures.The aim is to provide a theoretical foundation and decision-making support for refining China's system of preschool inclusive education policies,optimizing its practical pathways,and enhancing its implementation effectiveness.关键词
