基于"工具—要素—力度—时间"四维政策工具框架下我国生态文明教育政策文本研究
A Study on China's Ecological Civilization Education Policy Texts Based on the Four Dimensional Policy Tool Framework of"Tool-Element-Intensity-Time"

Abstract
The policy of ecological civilization education is an important indicator for the construction of citizens' ecological civilization literacy.Based on the dimension of policy tools,this study conducts a four-dimensional analytical framework of"Tool-Element-Intensity-Time"and conducts a systematic analysis of 95 national-level ecological civilization education policy texts with N-vivo.China's ecological civilization education practice is currently in a phase of deepening transformation,yet the overall policy intensity remains low,lacking the support of legal-level institutional norms.In de-ploying these policies,the government disproportionately relies on authority-based and capacity-building tools,while un-der-utilizing incentive,system-changing,learning and voluntary tools,thus failing to establish a collaborative governance pattern of policy tools.There is an uneven distribution of policy focus among the five policy element-educational philoso-phy,implementation,management,evaluation,and sustainable development-with a predominant emphasis on the imple-mentation element.Future ecological civilization education policies should strengthen legal norms,diversify policy-issuing entities,optimize the allocation structure of policy tools based on their inherent attributes,adjust policies in a timely man-ner,and enhance policy supply for educational management and evaluation elements to improve policy effectiveness.关键词
