赋能或负担:高校行政服务数字化的治理逻辑及实践反思
Enabling or Burdensome:Governance Logic and Practical Reflection on the Digitization of University Administrative Services

Abstract
Promoting the digitalization of administrative services in universities is of great importance in realizing the modernization of educational governance.The study explores the dual governance effects of digital empowerment and digital burden in the process of university administrative services by constructing a"system-technology-ecology"analytical framework.The study concludes that digital technology embedded in university administrative services can reshape the governance structure of universities,promote the precision and intelligence of university governance,and effectively respond to the aspirations of university teachers and students for a smart campus;digital technology generates the burden of university governance,which is mainly reflected in the"formalism"triggered by the increase of system in the process of administrative services,and the"invisible work"caused by the increase of technology burden.as well as,ecological disconnection resulting from"relational alienation"and other issues.Based on this,this paper proposes the following optimization paths:increase the rationality of the system,build a moderately flexible administrative system and digital governance rules,ensure that the logic of digital technology fits the governance context of universities;improve the adaptability of digital technology,promote the user-friendliness of the application of technology and streamline the process;create a harmonious digital ecosystem of university administration,pay attention to the personal needs of teachers and students,and build a humanistic and caring interactive and supportive ecosystem.关键词
