Grass-Roots Employment Programs for University Students:Who Is Selected?Who Can Be Trained?

Abstract
Cultivating and selecting genuinely willing and capable people to go to the grassroots is one of the effective ways to alleviate the brain drain at the grassroots level,but few empirical studies have focused on the characteristics of the target group expected by the policy and the gap between the actual"Generation Z"grassroots employment intenders and their counterparts.Based on the survey data of students from 25 colleges and universities across China and 182 grassroots employment program recruitment proposals,this study finds that there are no obvious flaws in the current selection criteria for grassroots programs,but the selection process follows the principle of"prioritizing visible ability",which makes it very easy to select students with high ability but low willingness to serve at the grassroots level.From the perspective of type analysis,students with grass roots employment intention can be divided into four categories:those who are continuously rooted(25.93%),those who are short-term passers-by(20.37%),those who are looking for a job(38.64%),and those who are hesitant and wandering(15.06%),of which the first two categories are closer to the target group expected by the policy,but their readiness to be employed at the grass-roots level and non-cognitive ability are still in need of enhancement.Sentiment"is more valuable than"ability"in predicting the potential ideal grassroots employment group.关键词
