Cultural Governance:The Concept Transformation and Practical Direction of School Bullying Governance

Abstract
School bullying remains a persistent focal issue in education and society at large,posing severe threats to students'physical and mental well-being as well as the campus environment.Traditional governance models have proven inadequate in addressing this complex issue.The limitations of policy governance,the game of multi-stakeholder governance,and the hidden concerns of technological governance make it difficult to fundamentally curb the problem.This underscores the necessity for a deeper,more persistent approach:cultural governance.Achieving fundamental solutions to school bullying requires adopting a cultural governance perspective.Based on a"family-school-society"collaborative framework for analyzing school bullying culture,this study delves into the cultural mechanisms of family,school,and societal culture in the bullying process.It proposes practical pathways:establishing a"harmonious cooperation"cultural governance value,building a"cultivating through culture"cultural governance consensus,and advancing"collaborative governance"cultural governance actions.This aims to precisely identify the cultural roots of bullying at its source,supporting campus safety,stability,and the development of a harmonious ecosystem.关键词
