Drifting within the Authorized Staff Size System

Abstract
The implementation of policies for rural-oriented normal students not only affects policy effectiveness but also shapes these students'quality of life.Based on interviews with 23 rural-oriented normal students and 3 administrators,this study finds that their most salient lived condition is drifting within the authorized staff size system.This liminality gives rise to four interrelated paradoxes:a contextual paradox between survival disparities and institutional monopoly;a developmental paradox between stability and freedom;an identity paradox between the sacred image of teaching and self-devaluation;and an ethical paradox embedded in the principal-agent relationship.These paradoxes point to structural problems in the policy implementation mechanisms,particularly deficiencies in entry and exit mechanisms,professional development,incentives,and ethical mechanisms.It is therefore necessary to advance a more human-centered policy implementation mechanism,one that enables rural-oriented normal students to move from passive adaptation to reflective awareness and ultimately to self-de-termined action.关键词
