Abstract
[Objective]To analyze the safety risks,channel-related problems and regulatory loopholes in the health food market,address the predicaments of difficulty in discovery,evidence collection and disposal in complaints and reports,build an all-dimensional online and offline complaint and reporting network,and improve the social co-governance pattern and regulatory efficiency.[Method]The study systematically sorted out the quality risk points and the characteristics of problematic channels such as direct sales and live streaming in the health food market,analyzed consumers'cognitive misunderstandings and the shortcomings of current supervision,and designed a multi-dimensional governance path including digital upgrading,social coordination and dynamic standard updating from the four dimensions of cognition,examination,supervision and institution.[Result]It is clarified that the safety risks of health food are concentrated in excessive harmful substances,non-compliant functional ingredients,illegal addition and adulteration;channels such as direct sales and live stream‐ing have become high-risk areas due to their strong concealment,and the current complaint and reporting chan‐nels are single with vague rights protection paths and lack of jurisdiction in relevant disputes.The constructed four-dimensional governance framework can drive three major transformations in supervision:from end-of-pipe disposal to full-cycle prevention and control,from government-dominated governance to social co-governance,and from manual supervision to digital empowerment.[Conclusion]This four-dimensional governance framework can fill the institutional gaps in channel supervision,rights protection guarantee and standard adapta‐tion,provide core support for the health food market to achieve the dual goals of scale growth and safety standardization,and promote the sound development of the industry in the big health industry.关键词
