The Dilemmas and Breakthroughs in the Training of"National Excellence Teacher Program"Postgraduates from the Perspective of Stakeholders

Abstract
The"National Excellence Teacher Program"is a strategic initiative aimed at addressing the shortage of science teachers and the low academic qualifications of such teachers in primary and secondary schools.It relies on high-level uni-versities to select and train graduate-level,highly-qualified teachers.From the perspective of stakeholders,this paper analy-zes the multi-dimensional interests involved in the graduate training of the"National Excellence Teacher Program".It finds that conflicts arise between external policy regulations and the internal logic of comprehensive universities,as well as be-tween academic versus pedagogical orientations,universality versus utilitarianism,and educational versus instrumental pur-poses.To resolve these conflicts,it is suggested that future efforts should focus on integrating national goals with university development demands,while actively constructing a collaborative education system that integrates academic and practical di-mensions,a multi-dimensional governance and guidance system,and a teacher-student collaborative development communi-ty.These measures would alleviate stakeholder conflicts and effectively improve the quality of graduate training under the"National Excellence Teacher Program".关键词
