党的二十大报告提出了教育、科技、人才"三位一体"发展的新表述.教育、科技、人才"三位一体"发展的基本内涵在于教育、科技、人才的相互关联和动态耦合,与经济社会多维互动.同时,其表现出教育、科技、人才在资源结构、规模体系、发展质量、产出价值方面的协调,高质量的科技支撑教育学科专业—人才培养结构优化,高水平的人才驱动科技—教育融汇,高品质的教育助推人才—科技协同等内生性特征.研究运用圈层结构理论,从制度、要素、功能等维度,构建了教育、科技、人才"三位一体"发展圈层体系的基础理论研究框架,为我国开展教育、科技、人才"三位一体"发展的综合性理论研究提供了分析路径.

The report of the 20th National Congress of the Communist Party of China puts forward new expressions for the three-in-one development of education,science and technology,and talents.The three-in-one development of education,science and technology,and talents refers to the interrelation and dynamic interaction of education,science and technology,and talents,as well as multi-dimensional interaction with economy and society,which contains in four endogenous features,including coordination of resource structure,scale system,development quality and output value,high-level talent driving integration of science and education for education,science and technology,and talents,high-quality optimization of education discipline,specialty and talent training structure based on science and technology support,high-quality collaboration of talent and technology based on education promotion.According to the circle structure theory,the theoretical framework for circle system of the three-in-one development of education,science and technology,and talents is formed from the three perspectives of inner system circle for elements protection,central factor circle for operation condition,and outer function circle for support system.The research results hope to provide analysis path for systematic theory research on the three-in-one development of education,science and technology,and talents.
