元评价作为高质量的学术评价治理工具,表征为关注评价本身、兼顾事实判断与价值判断的统一、指向评价的专业性和规范性.学术元评价发挥着保证学术评价治理实效、完善学术评价治理机制和提高学术评价治理质量的功能.对此,面向教育治理体系与治理能力的现代化,落实学术元评价的治理功能应健全元评价制度,把握好学术评价治理的保障体系;深化元研究范式,诠释好学术评价治理的科学机制;反思元评价本质,维护好学术评价治理的文化生态.

Meta-evaluation,as a high-quality governance tool for academic evaluation,is characterized by paying attention to the evaluation itself,giving consideration to the unity of fact judgment and value judgment,and pointing to the professionalism and standardization of evaluation.The evaluation of academic evaluation plays a role in ensuring the effectiveness of academic evaluation governance,improving the governance mechanism of academic evaluation and improving the quality of academic evaluation governance.In this regard,facing the modernization of educational governance system and governance capacity,to implement the governance function of the evaluation of academic evaluation,we should improve the meta-evaluation system and grasp the guarantee system of academic evaluation governance;deepen the meta-research paradigm and interpret the scientific mechanism of academic evaluation governance;reflect on the essence of meta-evaluation and safeguard the cultural ecology of academic evaluation governance.
